Also included are the questions generated from a meeting with Eleanor O'Gorman, the consultant in charge of the ECHO gender review. The aim of the Echo review is to:

- giving to ECHO broad based recommendations on elements of good practice in order for ECHO to develop gender

policies.

- increasing part of women in humanitarian assistance and looking at ECHO’s role

This review started in November 2008 and the draft review is due to the first half of March. Please find the Terms of References attached.

During this meeting, some interesting questions appeared that we would like to share with you. Those are questions raised by Eleanor, and she would be keen to have some answers by the end of february.

  1. What are your thoughts on a vertical approach to SGBV programming, as opposed to mainstreaming it into humanitarian responses? (Some people have voiced concern that this might marginalize, rather than promote, the issue.)
  1. What are your experiences in working in the field with the IASC Guidelines for GBV Interventions in Humanitarian Settings? (See http://www.humanitarianinfo.org/iasc/pageloader.aspx?page=content-subsidi-tf_gender-gbv).
  1. What changes do we want to see in ECHO’s operational and policy approach? What could be the role of a humanitarian donor like ECHO in the context of implementing SCR 1325 and 1820?
  1. Any case studies/good practices you might wish to flag, in particular in the area of GBV prevention and response?
